Seimin Kuan oversees IHS Cost & Strategic Sourcing practice in Asia Pacific and has more than 10 years of experience in the upstream oil and gas industry. He manages research and business development for IHS Market Survey System (MSS) and IHS CERA Capital and Operating Cost Analysis Forums in the region.

Prior to join IHS, Seimin was a Manager in Accenture’s Strategy Practice based in London, UK. He worked with a wide variety of energy industry clients in Europe, Asia and Africa. Clients with significant involvement include Shell, BP, BG, Statoil, Gazprom, Nigerian National Oil Corporation (NNPC), China National Petroleum Corporation (CNPC). Seimin holds two Master’s degrees in Petroleum Economics from Eni Corporate University in Milan, Italy and International Political Economy from The Fletcher School, Tufts University in Medford, MA, USA.

Ding Li Ang

Head of Research (APAC), Head of Yards and Fabrication, Cost & Operating Performance, IHS Markit

Based in Singapore, Ding Li is the Asia-Pacific Head of Research for Upstream Cost & Technology. He also leads the research team for yards and fabrication. In this capacity, Ding Li has supported oil and gas companies in assessing yard capability worldwide for offshore platform and onshore module fabrication projects. He has also contributed to several operators risks (delays and cost overruns) identification and evaluation exercises for major offshore EPC projects. Prior to IHS Markit, Ding Li was a strategy manager specializing in petroleum economics and served as an investment analyst at a corporate finance firm, evaluating the economics of natural resource development projects.
