JAA TO provides regulatory standards and procedures for aviation training in Europe.

The Joint Aviation Authority Training Organization (JAA TO) is a remnant of the former Joint Aviation Authority and remains an associative body of the European Civil Aviation Conference (ECAC), which represents the civil aviation authorities of a number of European states.
Rules and regulations developed by the JAA now come under the enforcement of the European Aviation Safety Agency (EASA), whose adopted rules and regulations are mandatory for each Member State.
JAA TO continues to provide aviation training to personnel who fill positions from management to administration.
The IHS JAA database is comprised of three main categories:
- Joint aviation requirements (JARs)
- Notice of proposed amendment (NPAs)
- Administrative and guidance material (A&GMs)
JAA TO makes its publications available exclusively through IHS.
