Open Source Intelligence Methods and Techniques Training Program

In conjunction with Reuser's Information Services (RIS), IHS Consulting now offers an Open Source intelligence (OSINT) collection and analysis training service. The program enables Open Source researchers to more effectively collect and analyze information and produce better quality reports.

The IHS/RIS OSINT Methods and Techniques course is a modularized approach to identifying overarching methods, best practices, considerations, challenges and tools available to Open Source intelligence analysts. It provides an overview of the current OSINT landscape and demonstrates how to best access and analyze the most appropriate resources to fulfill OSINT requirements.

  • IHS Security Consulting now offers an Open Source intelligence (OSINT) collection and analysis training service. In conjunction with Reuser’s Information Services (RIS), IHSC has developed a training program for Open Source researchers to enable them to more effectively collect and analyze information in order to produce better quality reports.

    The IHS/RIS OSINT Methods and Techniques course is a modularized approach to identifying overarching methods, best practices, considerations, challenges and tools available to Open Source intelligence analysts. This course provides an overview of the current OSINT landscape and demonstrates how to best access and analyze the most appropriate resources to fulfill OSINT requirements.

    Our team has worked to design and deliver a week-long Open Source research and analysis training course designed to assist intelligence analysts and researchers perform the following core tasks:

    • Deconstruct analytical problems
    • Devise collection plans to answer these problems
    • Identify and access key sources
    • Assess and analyze various streams of information
    • Understand and assess source bias
    • Synthesize information and insight from varied sources
    • Produce Open Source intelligence products

    Arno H. P. Reuser Arno H. P. Reuser

    Arno Reuser is a professional librarian and information professional with more than 30 years experience in information handling and processing. He founded the Open Source Intelligence Unit of the Dutch Defence Intelligence and Security Service about 15 years ago and still heads it today. Arno holds a bachelor degree in librarianship and has completed many courses in digital information management, Internet search strategies, update workshops etc. He learned the technical requirements of today's digital world and how to write software, program scripts to automate tasks, building websites, by studying network theory, all in support of OSINT information management.

    In addition to his work with the Dutch Defence and Intelligence Service, the Service has granted Arno permission to establish Reuser’s Information Services in 2008 in conjunction with his current position as head of OSINT. RIS’ primary goal is to teach Open Source Intelligence and provide consultancy for government and private sector institutions worldwide. RIS has a close and continuing partnership with IHS Jane’s to provide OSINT training primarily to government organizations.

    Arno has an extensive history of teaching OSINT, and OSINT training has been a core focus of his professional activities for decades. Today, he teaches OSINT, search strategies, information handling and security to a wide range of audiences. He travels regularly to the United States, Switzerland, Austria, and United Kingdom to teach to a wide range of multilingual, multicultural audiences and is thus used to communicating with people from different backgrounds and possessing different language skills. Mr. Reuser is a recognized expert on OSINT and speaks regularly at international conferences and workshops on the organization and maintenance of Open Source Intelligence Services, at home and abroad, for a diverse audience such as international organizations, government institutes, intelligence, military, and information professionals, including:

    • First DNI Open Source Conference of the US Director of National Intelligence on a new model of Open Source Intelligence 2007.
    • Keynote speech on Information Visualization, Open Source Intelligence and Web Mining, London 2008.

Arno is fluent in English and Dutch and speaks fair German as well.

    Tate NurkinTate Nurkin

    Tate Nurkin is the Managing Director of the Defense, Risk and Security Consulting Practice of IHS Jane’s and a member of the IHS Strategy and Planning Leadership Team. In this role, Tate is responsible for managing all of IHS Jane’s support to defence and intelligence community clients globally and is also responsible for the development and refinement of the capabilities to support these clients, including IHS Jane’s OSINT training capabilities. Prior to joining IHS Jane’s in March 2006, Tate worked for Joint Management Services, a private consulting firm in Atlanta, Georgia; the Strategic Assessment Centre of Science Applications International Corporation (SAIC); and the Modelling, Simulation, Wargaming and Analysis division of Booz Allen Hamilton’s Defence Natural Team.

    Tate has 16 years experience in research and analysis of the international security environment and emerging threats for North American, European and East Asian defence and intelligence communities. He has focused much of his support to government and private sector clients on scenario building, alternative futures analysis, wargaming design, and understanding the implications of plausible future security and operating environments.

    From 1997 through 2006, Tate designed, supported, organized or participated in over 60 alternative futures events for defence and intelligence community clients in North America and Europe. Since coming to IHS Jane's in March 2006, Tate has continued his focus on alternative futures analysis and has provided scenario development and alternative futures analysis support to the United States Air Force, defence communities in Asia and energy firms.

    Between June 2009 and June 2010, Tate led the IHS Jane’s contribution to the IHS Global Scenarios Initiative, a multi-client study designed to combine the breadth and depth of expertise from across IHS insight businesses to produce provocative views of the future out to 2030. Tate was part of the both the Steering Committee for the project and the Scenario Integration Team responsible for integrating the inputs from across the IHS organization into three discrete and coherent analyses. He was also an adjunct member of the IHS Global Scenarios Initiative Advisory Board, which included senior members of the IHS Insight organization all of whom have deep experience in developing scenarios for government and business clients. In support of the IHS Global Scenarios Initiative, Tate authored the security storylines for each scenario and delivered half-a-dozen presentations to subscribers to this service on how future security environments may evolve, including identifying critical uncertainties; key signposts that one scenario environment will be more or less likely to come to pass; wildcards that may fundamentally alter the trajectory of scenarios; and implications for defence and security planners and the global defence industry.

    Tate has led analytical teams in the production of a series of four scenarios for Iraq's future for an international oil company. He has also frequently spoken on understanding future operating and security environments at conferences in Seoul, South Korea; Tokyo, Japan; and New Delhi, India. In April of 2008, Tate presented at the IHS Jane's Defence Industry Conference in Washington, DC where he spoke on future security challenges and drivers of the international security environment. He also spoke on six drivers of the future security environment at the September 2008 IHS Herold Pacesetter's conference and presented on the future of Iraqi security at CERA Week 2009 in February of 2009.

    Tate holds a Master’s of Science in International Affairs from the Sam Nunn School of International Affairs at the Georgia Institute of Technology, and a Bachelors of Arts in both History and Political Science from Duke University.

    Tim Pippard Tim Pippard

    Tim Pippard is Director of the Defense, Risk and Security Consulting Practice at IHS Jane’s. . In this capacity, he provides defence and intelligence agencies with security, risk and terrorism analysis, and produces security assessments designed to support the operations of private sector clients. Prior to joining the IHS consulting team, Mr. Pippard served as Section Head of Jane’s Terrorism and Insurgency Centre, the oldest and most established of nine intelligence centres operated by Jane’s Information Group (acquired by IHS in 2007).

    Mr. Pippard specializes in understanding the forces and dynamics shaping the global jihadist threat, and has 10 years of experience examining Al-Qaeda’s senior leadership, assessing the alliances and rivalries between militant groups active in North and East Africa, the Gulf States, South and Southeast Asia, understanding recruitment and radicalization, and analyzing the threat of radiological and nuclear terrorism and the technologies, mechanisms, policies and procedures to counter and mitigate that threat.

    He has extensive project and program management experience focused on transnational jihadist activities, evolving security environments, missile and space technologies, dual-use equipment and technologies, proliferation, and export control regimes and border security. He is currently managing the production of 15 studies examining Al-Qaeda in the post-Osama Bin Laden era.

    Mr. Pippard is a core member of the IHS Jane’s Open-Source Intelligence (OSINT) training team and has a wealth of professional experience as both a designer and practitioner of customized training solutions and workshops. He served as the lead analysis trainer of two week-long training courses on ‘OSINT and the Middle East and North Africa’ in Brussels in September and December 2009, again during IHS Jane’s OSINT Methods and Techniques courses in Washington, DC in November 2010 and May 2011, as well as during client training workshops in Southeast Asia in October 2010 and July 2011. 

    Mr Pippard concurrently serves as Assistant Editor of Perspectives on Terrorism (a journal of the Terrorism Research Initiative). He is also the co-editor of Human and Environmental Security: An Agenda for Change (Earthscan September 2005), which he launched at the UN General Assembly in New York in 2005 and served as co-editor of the Peacekeeping Digest in International Peacekeeping (a Taylor and Francis journal) in 2006.

    Mr. Pippard holds an MA in International Peace and Security from King's College, University of London, and a BA (Hons) in Comparative American Studies from the University of Warwick.

    David ReethsDavid Reeths

    David Reeths is the Director, Aerospace & Defence Consulting for Europe, the Middle East and Africa, with a secondary responsibility for the Asia Pacific Region. He is based in the IHS London office. He has over 15 years experience in the aerospace, defence, intelligence and security sectors.

    Prior to joining IHS, Mr. Reeths was the President and General Manager of Priority Strategic Solutions, LLC, where he provided consulting support to a variety of private sector and government clients. Before starting his consulting firm, he worked for Cubic Defense Applications, Science Applications International Corporation (SAIC) and Joint Management Services. David also served as an Intelligence Officer in the US Navy Reserve. His expertise includes Strategic Planning; Commercial Analysis; Red-Teaming; Defence Requirements Analysis and Validation; Planning, Programming, Budgeting and Execution System Analysis; Acquisition Support and Intelligence Support, including specializing in OSINT analysis.

    While last employed by Cubic Defense Applications, David was a Fleet and Joint Exercise Planner for the US Pacific Fleet, Pearl Harbor, Hawaii, supporting US Chairman of the Joint Chiefs of Staff directed exercises, including TALISMAN SABRE and ELLIPSE CHARLIE, and USN/Fleet directed exercises, theatre engagement activities and Theater Security Cooperation events. Prior to that, Mr. Reeths was the Program Manager and Co-Principal Investigator on a $1.4M science and technology development modelling and simulation program for the Defense Threat Reduction Agency (DTRA). He first came to Cubic as the Technical Lead and Manager for a three year, $24M software development effort for the Joint Program Executive Office for Chemical and Biological Defense in the Washington, DC, area.

    During his time at SAIC, Mr. Reeths was a Strategic Planner for Headquarters US Air Force at the Pentagon in Arlington, VA, supporting the USAF in the Planning, Programming, Budgeting and Execution system, including Defense Planning Guidance and Strategic Planning Guidance support. He then was a Senior National Defense Analyst and Treaty Compliance Officer for the Operational Requirements Division of US Pacific Air Forces in Honolulu, HI.

    At Joint Management Services, a defence consulting firm based in Atlanta, GA, Mr. Reeths was lead author on a report on military technology development in East Asia and another on technology development in China for the US Office of the Secretary of Defense, Director, Net Assessment.

    David completed all requirements for a PhD in Political Science from Indiana University (IU) except the dissertation, studying under eventual (2009) Noble Prize in Economics winner Elinor Ostrom. Following the 9/11 attacks, Mr. Reeths abandoned his dissertation to provide full-time support to the US Department of Defense, choosing to receive an MA in Political Science. While at IU, he also completed the Santa Fe Institute’s Complex Systems Summer School, minored in Global Change, and was a US Department of Education Foreign Language and Area Studies Fellow (China). David has a Master of Science in International Affairs from the Sam Nunn School of International Affairs at the Georgia Institute of Technology, as well as a Bachelor of Arts, with honors, from the University of Minnesota, double majoring in International Relations and Political Science. In addition, David has taken graduate level Futures Studies coursework at the University of Hawaii under noted futurist James Dator.

    In addition, he has completed US Defense Acquisition University courses for Acquisition Program Management, USAF Treaty Compliance Officer Training, various Intelligence Training Courses and numerous other US military and government training courses.

    Terry PattarTerry Pattar

    Terry Pattar is an Advisor to the Defense, Risk and Security Consulting practice at IHS and previously served as a Senior Consultant in the IHS London office. He specializes in jihadist recruitment and radicalization, open source collection and analysis techniques, emerging security and military threats.

    Terry contributes to a range of projects focused on defense and security issues for European and Asian defence communities, including ongoing monitoring and analysis of Islamic extremist websites and participating in the delivery of IHS Jane’s OSINT training courses to European defense and intelligence clients.

    During his time with IHS Jane’s, Terry provided monthly analysis of over 400 English, Arabic and Pushto language Islamic extremist websites, blogs and forums in support of a government client, managing several analysts examining these sites for changes in content, adjustments in evolving sentiment toward specific states and individual leaders, and assessing the radicalization and recruitment tactics of the webmasters and website operators.

    Terry also played a central role as a project manager and instructor in the development and execution of IHS Jane’s OSINT training practice. He has managed training projects focused on Methods and Techniques and ‘OSINT and the Middle East and North Africa’ region, including designing and delivering course content.

    Prior to joining IHS Jane's in 2007, Terry spent six years working as senior analyst for the United Kingdom’s Ministry of Defence, where he focused on different varieties of Islamist extremist terrorism, including Al-Qaeda in the Middle East, South Asia and Europe, North African extremists, as well as politically-motivated groups such as Hamas and Hizbullah.

    Terry received his BA in Arabic Studies from the University of Exeter, as part of which he spent a year studying Arabic at the University of Alexandria, Egypt. Terry attained his MA in Near and Middle Eastern Studies from the University of London, School of Oriental and African Studies. For his MA, he majored in the politics, history and religion of Central Asia He is fluent in English and Arabic.

    If you are registered for a training session, but are unable to attend, you can send a colleague in your place by contacting Lynne Samuel with his or her details.

    If you have to cancel, we will refund your payment less an administration charge as outlined below:

    • Cancellations can only be accepted in writing, by mail, fax or email.
    • A 10% administration fee will be payable if you cancel up to one month before the event.
    • Cancellation between one month and one day before the event will incur a 50% handling fee and there will be no refunds after close of business on the day before the training begins.
