  • IHS CERA European Energy Scenarios service integrates a wide range of knowledge and experience from across IHS and along the value chain. The service draws on IHS CERA European gas and power research, IHS McCloskey coal intelligence, and IHS Global Insight macroeconomic and industry sector analysis, as well as IHS upstream oil and gas expertise. As a result IHS CERA European Energy Scenarios offer a truly integrated service of unparalleled depth and breadth. Members will benefit from access to an extensive data center with projections for demand by sector, subsector, and fuel as well as gas supply, power generation capacity, and commodity prices.

IHS CERA European Energy Scenarios are an important tool for all participants operating in Europe’s energy markets: utilities, energy buyers, financial institutions, government agencies, and service providers. By providing three separate, fully modeled projections to 2035 the service allows organizations to identify risks across a range of possible futures and create successful strategies.

Events of the past few years in the energy industry have demonstrated the impossibility of predicting the future.

    Developments such as

    • The commercialization of shale gas
    • The eurozone economic crisis and the extreme scale and speed of commodity price cycles
    • The Gulf of Mexico oil spill and the tsunami and earthquake in Japan
    • The rapid increase in Chinese energy demand
    • Gas transit concerns in Europe
    • The growing plausibility of electric vehicles and the attention on clean energy technology

The IHS CERA European Energy Scenarios Advisory Service provides members with a framework for thinking about the future for Europe and incorporating as many of these uncertainties as possible.

    Who uses the service? How?

All participants operating in the European energy markets, including

    • Utilities
    • End users
    • Financial institutions
    • Service providers
    • Government

To create winning business models within a scenario framework

To determine which key projects to finance, considering the risks and opportunities

To consider strategic questions, such as how the future fuel mix will develop

To readily access supply, demand, price history and projections across all fuels

    Service Benefits:

The European Energy Scenarios service provides members with

    • Outlooks framed by IHS CERA’s integrated European gas and power scenarios
    • Discussion of key issues and risks facing the European energy sector
    • Extensive modelling results including the total primary energy demand and fuel mix projections; demand by sector: industrial, domestic, transport, and transformation; associated CO2 emissions
    • A description of the demand and supply projections and their drivers
    • Discussion of the policy framework and market structure implications
    • Regular updates on how recent events will impact the European energy sector in the long term

The deliverables are supported by an annual half-day workshop with IHS CERA European Research team.

  • Service Deliverables

Members will be provided with detailed country results as well as results for major regions, including the European Union and surrounding European nations. Members will be able to access the projections through the IHS Global Insight DataInsight-Web database. All members will be able to participate in the annual European Energy Scenarios service roundtable and have access to research staff responsible for scenarios.

    Annual Modelling Results

    • Full energy balances for the planning scenario (Global Redesign) and the two alternative scenarios, Meta and Vortex (by country)
    • Key macro drivers (by country and scenario)
    • Electricity—Fuel mix and capacity profile (by country and scenario)
    • Gas supply—Country-level gas supply outlook (by scenario)
    • Pricing—Oil, Coal, European gas contract and indexed prices
    • Electricity generation costs (by scenario)

    Quarterly Modelling Results

    • Update of short-term (to 2015) prices and the GDP outlook

    Written Deliverables

    • Key Drivers Report: Annual PowerPoint report highlighting the key implications and results of the analysis and the changes since the previous version.
    • Scenario Signposts: Quarterly qualitative PowerPoint report highlighting changes to the scenario storylines since the last update.

    Country and Sector Coverage

Country analysis is provided for all 27 EU member states, the Balkans, Norway Switzerland and Turkey. In total 35 countries are covered. Energy demand is broken down by the main sectors, (including residential, commercial and industry, which is split into five subsectors, agriculture, transport, district heating, and power ) and by fuel (oil, gas, coal, electricity, district heat, biomass, and renewables). The modeling captures the energy requirements of each sector as well as interfuel competition, enabling policymakers and market participants to readily see how the future fuel mix will unfold under each scenario.

  • All European Energy Scenarios service outlooks are framed by the latest integrated IHS CERA European gas and power scenarios: Global Redesign, Meta and Vortex.

The qualitative and quantitative elements of each scenario create a framework for companies and governments to assess key strategic issues and build robust strategies for a range of alternative futures.

The modeling is undertaken on a country-by-country basis and the complete data sets, available through the IHS DataInsight-Web, form a major component of the service. Aggregate data for major regions, including the European Union are also available.

  • Market Structure

    • Will energy decisions move to Brussels or remain with member states?
    • How much more interconnected will European energy markets become?
    • Is a trend toward reregulation of power and gas markets emerging?

    International Relations

    • What is the future of the southern Europe/North Africa relationship?
    • What is the future of the Europe/Russia relationship?

    Technology

    • What major technological developments are possible by 2035?
    • When will renewables reach grid parity with conventional generation?
    • Will there be game changing technologies such as electric storage?

    Green Agenda

    • Will Europe meet its existing 2020 environmental targets?
    • Will there be further environmental targets for 2030?
    • Can Europe continue to “go alone” at any cost on the road to decarbonization?

    Economy

    • How long will it take Europe to recover from the financial crisis?
    • Will growth recover to pre-recession levels?
    • Will high cost energy cause industry to relocate outside Europe?
  • The Three Current European Energy Scenarios:

    Global Redesign

IHS CERA "planning" scenario assumes a gradual economic recovery in Europe, with growth returning close to historic levels by the middle of the decade. Growth in Europe is slower than the rest of the world and the balance of economic and political power continues to shift toward Asia. Due to the weak economic recovery key stakeholders in Europe seek to balance competing economic, energy and environmental requirements. This leads to continuing investment in green technology, but Europe falls short of meeting its environmental targets.

    Meta

Europe pursues a much stronger green agenda in Meta. Public and private funding for research and development is increased to address the challenge of transforming energy use. To support development of renewable power, market reform and market integration are accelerated. Gas market liquidity grows rapidly and short term purchasing from traded markets replaces traditional contracts.

    Vortex

The economic downturn in Europe continues through the middle of the decade and growth in the rest of the world remains weak. Europe spends the better part of a decade making hard spending and investment choices to repair public and private balance sheets, including scaling back investment in renewable technology. Slow economic growth leads to a world of low energy and commodity prices and an increased emphasis on security and predictability of the price and availability of energy.
