    • China's New Five-Year Period Begins with Tight Energy Markets and Increasing Pressure for Energy Price Reforms: For China’s electric power, coal, and even certain oil product markets, recent supply tightness has led to shortages and underscored the need to continue energy price reforms and supply diversification to ensure secure and reliable supply. These strategies have been written into the Twelfth Five-Year Plan outline released in March, but implementation remains uncertain. Meanwhile, supply diversification is accelerating, highlighting the role of previously marginal supply sources, including natural gas (both conventional and unconventional), renewables, and even coal-based fuels and chemicals.
    • Chinese Power Regulator Caught Between Inflationary Pressure and Supply Reliability: As coal prices in China steadily increased during the past two years and the government held power tariffs unchanged for more than a year, the country’s power generators reported heavy losses again. This year the price distortion in the Chinese power sector is going head to head with a new factor: high inflation. Unable to pass through the increased fuel cost, some generators are cutting supply, and some regions are already rationing power. Caught in the middle, the government decided in mid-April to raise the tariffs paid to generators ("on-grid tariff") but did not change those paid to the grid companies ("retail tariff").
    • Nonpetroleum Fuel Substitutes Bring Uncertainty to China's Oil Markets: In China a wide range of non–oil-based transportation fuel substitutes are being considered and internally debated, or have already been introduced. These substitutes include electric vehicles technologies, methanol, ethanol, compressed natural gas, liquefied natural gas, and biodiesel, among others. This IHS CERA Market Briefing summarizes China’s non–oil-based gasoline and diesel substitutes and discusses their possible impact on China’s oil demand.
    • The Unfolding Of China’s Nuclear Power Fleet: Rapid Growth Ahead Despite Setbacks in Japan and Europe: Already home to a third of the world’s new nuclear power stations under construction, China appears on course to build one of the largest nuclear fleets in the world with some of the newest technologies despite the recent setbacks in Japan and Europe. This upcoming wave of nuclear power additions is part of Beijing’s effort to promote higher value-added industries while addressing supply security and climate change with low-carbon technologies. Active research, development, and deployment programs combined with a steady pipeline of new projects will position China as an exporter in the future.
    • Carbon Tax in China: Long-term Game Changer, but Limited Near-term Impact. A carbon tax is potentially imminent in China. The National Development and Reform Commission and Ministry of Finance recently completed an interministerial study on a nationwide carbon tax, with concrete recommendations. IHS CERA analysis indicates that the initial low tax rate will have minimal impact on industries and the energy sector, although low-margin, energy-intensive sectors may feel pressure in the future. Players should prepare for this tax and the likely increases that may impose more signifcant burdens.
