    • China's Five-Year Plan for Shale Gas: More Incentives, but Challenges Remain: The Chinese government released the five-year plan (2011–15) for shale gas development in March this year, laying out various targets and incentives. IHS CERA believes shale gas will be one of the game changers of energy markets eventually, but further reforms will be needed for this unconventional resource to take off and meet the ambitious government targets. Key questions surrounding issues such as natural gas price reforms and pipeline access could become impediments to large-scale commercial development, and will need to be resolved to allow shale gas to take off.
    • Energy Shortage or Capacity Shortage? China's Upcoming Power Supply Disruptions: Two types of power supply disruptions have emerged in China's power sector: an energy shortage caused by the refusal of existing plants to produce power, and a capacity shortage caused by the physical lack of power plants. Both shortages arise from the price distortions in China's power market: price control measures often do not allow generators to pass through rising fuel costs into power tariffs because of government concern over inflation. Customers have already experienced power rationing in recent years, and IHS CERA believes that more trouble could lie ahead. 
    • Nonpetroleum Fuel Substitutes Bring Uncertainty to China's Oil Markets:
      In China a wide range of non–oil-based transportation fuel substitutes are being considered and internally debated, or have already been introduced. These substitutes include electric vehicles technologies, methanol, ethanol, compressed natural gas, liquefied natural gas, and biodiesel, among others. This IHS CERA Market Briefing summarizes China’s non–oil-based gasoline and diesel substitutes and discusses their possible impact on China’s oil demand.
    • More than Meets the Eye: Chinese Regulator's Latest Effort to Cap Coal Prices: China's National Development and Reform Commission (NDRC) issued a policy circular effective December 1, 2011, that attempts to ease coal prices and thus reduce the potential power supply shortage. Although many of the NDRC's past attempts to cap coal prices have been ineffective, IHS CERA believes the latest policy directive may help temporarily ease the energy shortage caused by the coal/power price distortion, as officials have taken a more practical approach.
    • China's Latest Natural Gas Price Reform: A Step Forward but Challenges Remain: In December 2011 the Chinese government announced a natural gas pilot reform to take effect in two southern provinces, Guangdong and Guangxi. The reform aims to gradually liberalize gas prices by linking them to imported oil products. This is a key step toward a more market-based pricing approach. However, IHS CERA believes that a compromise is likely, given the potential impact of the proposed reforms on downstream prices.
    • Gas-Fired Power in China: Entering the Fast Lane? Gas-fired power grew rapidly in recent years in China, from around 5 gigawatts (GW) in 2000 to 33 GW at the end of 2011. Robust capacity additions are likely to continue in the near future, but various constraints—gas supply availability and power tariff reforms, for example—will bound gas' contribution in the power supply mix to a marginal level. In the long term, commercialization of domestic unconventional gas may have a transformative effect on China's power fleet, potentially allowing for rising competition between coal and gas.
