One Step Forward, Two Steps Back: International Offset Outlook Post-Durban

The new deal reached at Durban Climate Change Conference does much to reinforce the existing framework for international greenhouse gas offset investments. Although this promises steadily improving offset supply availability, the Durban agreements are unlikely to result in any significant increase in offset demand through 2020. The UN-sponsored emissions market thus may face the prospect of persistent oversupply.
