Canadian Oil Sands Energy Dialogue

The Canadian Oil Sands Energy Dialogue program is a calendar of member and participant discussions organized and led by IHS CERA and intended to deliver a robust and comprehensive understanding of the critical factors surrounding a key industry issue. The Dialogue delivers original research to its members as well as produce Special Reports intended for public redistribution.

  • The IHS CERA Energy Dialogue: Canadian Oil Sands is an influential IHS CERA program consisting of a series of custom Workshops and Special Reports for senior industry executives, policymakers, and related stakeholders to advance the conversation surrounding Canadian oil sands development.

    The Canadian Oil Sands Dialogue will enable members to:

    • Participate with peers in the industry in fact-based discussion and dialogue
  • The Canadian oil sands lie at the intersection of crucial challenges to balance economic growth, energy security and safeguards for the environment. The choices that governments, companies and communities make in managing the interplay of these challenges will be critical in determining the pace and outcome of investments in the oil sands.

    The 2013 IHS Energy Dialogue: Canadian Oil Sands program and associated reports will cover three topics:

    • Assessing Marine Transport for Canadian Oil Sands. How does tanker safety in Canada compare to other regions? What is the historical track record of moving crude oil by tanker? What safety measures are taken to prevent and respond to spills?   How does Canada compare to other jurisdictions?
    • Economic and Energy Security Benefits -  with or without oil sands growth? Compare benefits from oil sands growth (jobs, economic growth, energy security, and trade) under two scenarios: one with growth in oil sands, another where growth stalls.
    • Tentative topic to be confirmed mid-2013: Moving Oil Sands to Market by Pipeline and Rail. Compare pipeline and rail transport for oil sands. What are the volumes currently moved, and what is the potential? What are the relative economics for each? How do the regulatory requirements differ? What are the potential risks of each mode of transport, and what measures are taken to mitigate them?

    The IHS CERA Energy Dialogue: Canadian Oil Sands provides a platform for stakeholders to engage in the formation of a transparent analysis of the benefits, costs and impacts of various choices associated with oil sands development.

    Through stakeholder input and discussion against a backdrop of independent research, the Canadian Oil Sands Energy Dialogue is a unique opportunity to inform the current public debate and future policy decision on oil sands. Building on the foundation of the IHS CERA 2009 Multiclient Study Growth in the Canadian Oil Sands: Finding the New Balance, and on the past Oil Sands Dialogue, this Energy Dialogue provides an objective and independent research agenda delivering balanced information about the factors that will drive or inhibit future growth in the Canadian Oil Sands.

  • Over the course of the annual program, IHS CERA will deliver three cycles of research comprised of member Meetings and Special Reports.

    • Special Reports
      Members will receive Special Reports on three topics which have significant implications for oil sands development. These Special Reports will be made available to members for public redistribution.
    • Detailed Data Reports
      The detailed data and background information used to produce and support the Special Reports will be reserved for Dialogue members only.
    • Focus Group Meetings
      All members will receive two seats to participate in Focus Group discussions. Members may elect to nominate guest participants subject to IHS CERA approval. The topic-based conversations provide a venue for stakeholders to share views and information on current research topics and related oil sands issues.
    • Access to IHS CERA Researchers
      Telephone and email access to IHS CERA experts to address specific questions and input related to research.
    • Access to Service Web Site
      Repository for the IHS CERA Energy Dialogue: Canadian Oil Sands research deliverables and other information relating to the service.

    Additional benefits for Advisory Members include:

    • Agenda Development
      Participate in the development of the topics that will comprise the year-long research agenda.
    • Advance Copies of Special Reports
      Invitation to provide views on draft versions of Special Reports prior to issue to standard members and other stakeholders.* *Although research will draw upon input received from both focus groups and all members' feedback, IHS CERA retains full editorial control of each Special Report and will remain solely responsible for the reports' content.

    Dialogue Calendar

    To develop the insights and recommendations required for the success of this Dialogue, IHS CERA proposes a series of Focus Group Meetings. The members' discussion and input at the meetings will serve as the basis for the Special Reports authored by IHS CERA and published and furnished to members for redistribution shortly thereafter.

    The proposed timeframe for 2013 is:

    • March 2013: First Focus Group Meeting
    • June 2013: Second Focus Group Meeting
    • October 2013: Third Focus Group Meeting

      Jackie Forrest, IHS CERA Director of Global Oil, leads the research effort for the IHS CERA Oil Sands Energy Dialogue. Her expertise encompasses all aspects of petroleum evaluations, including refining, processing, upgrading and products. She actively monitors emerging strategic trends related to oil sands including capital projects, economics, policy, environment and markets. She is the author of several IHS CERA Private Reports, including an investigation of US heavy crude supply and prices. Additional contributions to research include reports on the lifecycle emissions from crude oil, the impacts of low-carbon fuel standards and the role of oil sands in US oil supply. She led the team that developed the North American unconventional oil outlooks and recommendations the 2011 NPC report Prudent Development of Natural Gas & Oil Resources - including the Canadian oil sands, US oil sands, tight oil, oil shale and Canadian heavy oil. Ms. Forrest was the IHS CERA project manager for the Multiclient Study Growth in the Canadian Oil Sands: Finding the New Balance, a comprehensive assessment of the benefits, risks and issues associated with oil sands development. Before joining IHS CERA, Ms. Forrest was a consultant in the oil industry, focusing on technical and economic evaluations of refining and oil sands projects.

      Ms. Forrest is a professional engineer and holds a degree from the University of Calgary and an MBA from Queens University.

      James Burkhard, Vice President and head of oil market research for IHS CERA, is responsible for the research covering the world and regional crude oil and refined product markets. He also leads the development and delivery of the IHS global scenarios that cover macro-economics, geopolitics and the energy and automotive industries. In addition, his team is responsible for the delivery of IHS CERA integrated products that service the financial industry.

      A key part of Mr. Burkhard's work is leading a global team of more than 40 researchers that analyze and assess upstream and downstream market conditions and changes in the oil and gas industry’s competitive environment. A foundation of this work is detailed short- and long-term outlooks for global crude oil and refined products markets that are integrated with outlooks for other energy sources, economic growth, geopolitics and security. Mr. Burkhard’s expertise covers geopolitics, industry dynamics and global oil demand and supply trends.

      Previously he led Dawn of a New Age: Global Energy Scenarios for Strategic Decision Making—The Energy Future to 2030, which encompassed the oil, gas and electricity sectors. He was also the director of the IHS CERA Multiclient Study, Potential versus Reality: West African Oil and Gas to 2020. He is the coauthor of the respected IHS CERA World Oil Watch, which analyzes short- to medium-term developments in the oil market.

      In addition to leading IHS CERA oil research, Mr. Burkhard served on the US National Petroleum Council (NPC) committee that provided recommendations on US oil and gas policy to the US Secretary of Energy. He led the team that developed demand-oriented recommendations that were published in the 2007 NPC report, Facing the Hard Truths About Energy. Mr. Burkhard has also testified several times before US Congress on oil and energy issues.

      Before joining IHS CERA, Mr. Burkhard was a member of the United States Peace Corps in Niger, West Africa. He directed infrastructure projects to improve water availability and credit facilities. He holds a BA from Hamline University and an MS from the School of Foreign Service at Georgetown University.

      Aaron Brady, Senior Director for IHS CERA, leads a team that produces regular oil market briefings analyzing supply, demand and prices for the IHS CERA Global Oil Advisory Service, including the World Oil Watch.

      Mr Brady’s expertise covers the global oil market, including downstream price dynamics, political and regulatory influences on the oil markets and economic trends.  He is also the author of several IHS CERA Private Reports, including The Flood: How Will the North American Light Crude Market Rebalance?, as well as reports exploring peak oil demand in the developed world and the potential for biofuels and plug-in hybrid electric cars. He was also a key contributor to the IHS CERA Global Energy Scenarios and Growth in the Canadian Oil Sands: Finding the New Balance and Crossing the Divide: The Future of Clean Energy. Before joining IHS CERA, Mr. Brady was a consultant in the oil industry, focusing on downstream regulatory issues including the transition to ethanol in the California gasoline market.

      Mr. Brady holds a BA from Amherst College and an MA from Johns Hopkins School of Advanced International Studies.

      Tiffany A. Groode, IHS CERA Director, leads the research effort for the IHS CERA Automotive Scenarios Advisory Service. Her expertise includes the modeling and analysis of the personal and commercial vehicle sectors.

      In this capacity Dr. Groode has developed comprehensive structural capital stock vintaging models that provide insights into the implications of vehicle powertrain technologies, fuel prices and government regulations on the future vehicle mix and fuels demand. Her expertise also includes analyzing the environmental impacts of ethanol production by performing life-cycle uncertainty analysis, evaluating well-to-wheels emissions, and assessing the potential scale of bioethanol production from various biomass sources.

      As a leader of the IHS CERA vehicle market research effort, Dr. Groode regularly presents our research findings and insights to major automakers, federal government agencies and petroleum and biofuels providers in the United States and abroad. While working at the Sloan Automotive Laboratory at the Massachusetts Institute of Technology (MIT), Dr. Groode presented her bioethanol results and conclusions to a variety of national government agencies to provide insight for policy decisions.

      Dr. Groode holds a BS from the University of California, Los Angeles, and an MS and a PhD from MIT.

    • Samantha Gross, Director, IHS CERA

      Samantha Gross, IHS CERA Director, focuses on the interaction of investment decisions with the complex landscape of policy, environment, and technology. Ms. Gross was the lead author for several energy and environment reports produced in conjunction with the World Economic Forum. Additional research contributions include studies of the water impacts and greenhouse gas emissions from production of oil sands and other forms of unconventional oil and gas, low-carbon fuel standards, and US light vehicle fuel efficiency regulations. Ms. Gross holds a BS from the University of Illinois, an MS from Stanford University, and an MBA from the University of California at Berkeley.
