Similar to the Consumer Price Index (CPI), the PCCI consistently measures a fixed basket of inputs—in the PCCI's case those associated with the construction of a portfolio of power generation facilities. The DCCI tracks the "purchase price" for a representative set of project portfolios and calculates weighted values for various inputs that have recently caused downstream project costs to skyrocket.

The Forum uses the PCCI to track the "purchase price" for a representative portfolio of 30 power projects.
