  • IHS Economic Impact Analysis of Regulatory Changes and Public and Private Investments features the following experts:

    Chris Holling, Vice President, IHS Consulting Services, has overall management responsibility for the company’s consulting activities. He brings 20 years of experience helping customers use applied economic information and insight to make more fact-based, forward-looking decisions. He founded the IHS Consulting Business Planning and Strategy group and led the development of construction and global consumer subscription product offerings and a consulting practice tied closely to helping customers optimize their planning processes. Earlier in his career, Holling focused on public-sector economic development and policy-impact analysis, and held Canadian provincial and federal government analyst positions. Holling holds a Bachelor of Arts with honors in economics from Queen's University at Kingston and a Master of Business Administration from the University of British Columbia.

    Robert Flanagan, Principal, IHS Technology Markets Practice, has more than 20 years of technology product development, manufacturing, and consulting experience. He is responsible for advising clients in the information technology (IT) sector. Prior to joining IHS, Flanagan held senior positions with premier technology consulting and market research organizations. Flanagan holds an MBA in high technology from Northeastern University and a BS in electrical engineering from Clarkson University.

    Robert Hoffman, Senior Consultant, IHS, is a senior project manager in the Consulting Services group. He has a number of years of experience managing projects across different practice areas. Hoffman started his career at IHS in 1995 in the Canadian Macroeconomic Services Group. Prior to joining IHS, he served as a senior economist in the Economics Department at the Royal Bank of Canada. Hoffman holds an honors BA in economics and a MA in economics from Queen's University at Kingston.

    Mohsen Bonakdarpour, Senior Principal, Technology Markets practice of IHS, is responsible for directing advisory projects and product development for the telecommunication services and equipment industry. He has more than 25 years of experience in telecommunication, industry and macroeconomic analysis, working with a wide range of clients, helping them to size their markets, predict product demand and better target marketing efforts. Prior to joining IHS, he worked in the Telecommunication Group at PNR & Associates and at the Center for Social Policy and Community Development. Bonakdarpour holds a BS in economics and computer science and a MA in economics from Temple University.

  • Case Study #1: Proposed intermodal rail facility

    Challenge: Prepare an economic impact study for a proposed intermodal rail facility that would provide greater access to an alternate shipping corridor while reducing truck traffic congestion at an existing downtown terminal.

    Solution: Using IHS Global Insight proprietary Transport Impact Models, we conducted a scenario analysis that measured the impact of the new intermodal terminal under four different capacity levels of the key surrounding ports that would feed into the facility.

    Results: Our consultants determined that from 2008 to 2020, the facility would stimulate between 5,000 and 19,000 jobs while adding $3.3B to 12.4B in new wages.

    Case Study #2:Cost-benefit Analysis of Rail Infrastructure

    Challenge: A southeastern US state government wanted a cost-benefit analysis of a rail infrastructure reinvestment project.

    Solution: Our consultants leveraged the IHS Global Insight Regional Transportation Impact Model to analyze more than 30 existing railroads individually, each with differing mixes of use by manufacturing and service sectors in the state.

    Results: Our analysis fed into the state’s process to determine the future of the rail network—if public money should be used to maintain the track or if the network would be retired.

    Case Study #3: Demonstrating Economic Impact

    Challenge: A global hi-tech manufacturer needed to educate policymakers on its contribution to the US and EU economies arising from both its manufacturing operations and the productivity gains attributable to widespread use of its technology.

    Solution: IHS Consulting produced a comprehensive assessment by combining both traditional input and output impact models with growth economics frameworks.

    Results: Our assessment enabled our client to demonstrate to policymakers that it stimulated the creation of over 820,000 jobs and influenced 1.1% of GDP in the United States as well as 330,000 jobs and 0.4% of GDP in the European Union.

    Case Study #4:Quantifying a Company’s Impact on theEconomy

    Challenge: The world’s largest general merchandise and food retailer needed to educate various stakeholders about the company’s impact on the US economy.

    Solution: IHS developed a series of fact-based model simulations that depicted how the US economy would have performed had the retailer not existed.

    Results: The model allowed our client to demonstrate that over a 24-year period, expansion of its presence in the US economy resulted in a cumulative 2.9% decrease in consumer prices, which translated into a savings of $980 for every person—and $2,600 per household—during 2008. The client incorporated the study's findings into a national advertising campaign that helped to solidify its value message to stakeholders.

    Case Study #5:Evaluating the Impact of Offshoring IT Services on the US Economy and IT Industry

    Challenge: An industry trade association needed to help its membership understand the full impact of offshoring IT services.

    Solution: IHS conducted a comprehensive study on the impact of offshoring IT services on the US economy and IT industry.

    Results: Our study allowed the association to demonstrate to its members that even though some IT worker displacement would occur, offshoring of IT services would create over 250,000 jobs and increase real GDP levels between 0.5% and 1%.

    Case Study #6:Evaluating the Impact of Offshoring IT Services on the US Economy and IT Industry

    Challenge: A state department of tourism needed to develop a credible estimate of the nature and economic impact of its tourism industry, in order to justify the allocation of promotion and development resources.

    Solution: IHS developed a detailed Tourism Satellite Account to properly quantify the size of the tourism industry as well as the nature of its jobs and the overall direct, indirect and induced economic impacts.

    Results: Our study allowed the department to credibly communicate its understanding of the tourism sector both to industry participants and key funding decision makers in the government.
