European Policy Dialogue

Drawing on the deep knowledge and experience of experts from IHS CERA and its member base of academics, policymakers, and other key stakeholders, the European Policy Dialogue is an ongoing research effort designed to inform and help shape the development of sound energy policy.

And throughout the 2010-2011 program European Policy Dialogue brings together key stakeholders to debate policies that will support the transition to a future of lower emissions, greater energy security, and economic competitiveness.

  • Throughout the 2010-2011 program European Policy Dialogue brings together key stakeholders to debate policies that will support the transition to a future of lower emissions, greater energy security, and economic competitiveness.

    European governments and the European Union have committed to ambitious plans to radically transform Europe's energy sector—and by extension its society and economy. The European Union plans to apply a set of industrial and political measures that will alter the nature of energy use and economic activity by 2050 to achieve an 80–95 percent reduction in greenhouse gas emissions relative to 1990 levels. Over the next 12 months, the European Union needs to devise specific and actionable policies to create a pathway to a low-carbon economy.

    The European Policy Dialogue was conceived to accommodate and complement the European Commission's timetable. The Dialogue process—based on IHS CERA independent research, analysis, and facilitation—will identify pragmatic policy choices to achieve a lower carbon and more competitive EU economy by 2050, as well as viable medium-term goals for 2030. As a result of the Dialogue process, IHS CERA will formulate its own independent opinion on sound energy policy for Europe.

    • Understand the trade-offs among competing policy choices
    • Participate in a nonpartisan forum, with a balanced debate that includes relatively understudied factors such as fuel supply, infrastructure, and market design
    • Quantify the critical role of the public sector in helping to finance the massive capital investments needed for low-carbon projects
    • Enhance public-private sector cooperation by building on the successful, productive network between industry and the public sector established in the IHS CERA 2009 European Policy Forum
  • The 2010–11 Objective: Sound Energy Policy to 2030 and 2050

    The 2010–11 European Policy Dialogue will assemble diverse stakeholders in an objective forum to discuss the impact of key policies, first up to 2030, and then to 2050. Recent scenario exercises have used a retrospective methodology, starting with 2050 and working backwards to the present. In contrast IHS CERA will focus on creating the transition pathway from today to 2030 and 2050. We will critically review the investment, financing, and technology development needs on the transition path to 2050 and particularly on the period up to 2030—the business planning horizon and the time frame correlated with policy decisions to be taken by the current European Commission. The goal will be to devise an achievable policy plan using practical mechanisms. 

    IHS CERA expects the Summit program to include decision-oriented debate of the following issues:

    • What are the economic implications of a realistic transition process to a low-carbon economy? What are the costs and who will bear them?
    • How can policies be designed to incorporate the realities of infrastructure investment?
    • Can gas-fired generation be a bridge strategy to a low-carbon economy? What is the role of gas in the longer term?
    • How might future changes in power market design and regulation shape the future power generation mix?
    • How much financing is required, and how can market design and public-private partnerships help mobilize investment?
    • How can clean energy technology support needed policies? Can the EU Emissions Trading Scheme be reformed to ensure adequate investment in clean energy?
    • How can energy efficiency deliver measurable results to consumers? What supportive policies are needed?
    • What role can network integration play?

    The Dialogue will culminate with a Special Report, Sound Energy Policy to 2050—an authoritative document describing key policies and their potential impact by 2030 and by 2050, and identifying the main challenges to achieving the long-term targets. Sound Energy Policy to 2050—to which clients will have full access and distribution rights—will make specific recommendations to policymakers and regulators.

    To deliver policy recommendations, IHS CERA will draw upon its modeling expertise and analysis of the following:

    • Geopolitical and economic trends (with support from IHS Global Insight experts)
    • Clean technologies developments (with support of our sister company IHS Emerging Energy Research)
    • IHS CERA scenarios and outlook for oil, natural gas, steam coal, European power, and the European carbon market
    • Reviews of external studies and scenarios analyzing the potential for a decarbonized European energy sector
  • The IHS CERA European Policy Dialogue launched in early October 2010 and is structured around three Policy Summits. A Special Report and roll-out is planned for second quarter 2011. Members of the Dialogue will be able to distribute the Special Report to outside policy stakeholders.

    Specific deliverables include: 

    • Participation in the European Policy Summits
      • All members will receive two seats to participate in Policy Summit discussions.
      • Members may elect to nominate guest participants, subject to IHS CERA approval.
      • Summits are the IHS CERA most senior events and are often attended by high-level European policymakers.
      • The Policy Summits are not conferences—meetings are structured in a discussion format, with IHS CERA presentations kept to a minimum.
    • Mid-project Update Report
      All members will have access to a research summary, to be published in January 2011 with research highlights and key insights to date.
    • Special Report: Sound Energy Policy to 2050
      All members will have access and distribution rights to the final Special Report, to be published in May 2011, containing key policy recommendations developed by IHS CERA through our research and the dialogue process.
    • Access to IHS CERA researchers
      All members will have telephone and e-mail access to IHS CERA experts to address specific questions and input related to European Policy Dialogue research.

      Olivier Abadie, IHS CERA Director for Downstream Europe, has 28 years of international experience in refining, trading, supply-demand analysis, and business development. Based in Paris, Mr. Abadie focuses on short- and long-term analysis of crude oil and refined products markets, transportation, and refinery investment. His expertise covers analysis of economic conditions, global oil demand and supply trends, their influence on oil and product prices and the implied strategic challenges.

      He works closely with IHS CERA clients to assess how market, regulatory, economic and political risks could modify their competitive environment. He contributes to the IHS CERA World Refined Products Outlook and IHS CERA World Oil Watch through his analysis of Western European markets. His recent research includes analysis of Middle East refining capacity, the challenges of the changing liquid refining supply and European refining capacity, among other issues.

      Prior to joining IHS CERA, Mr. Abadie was Trading Manager with Perenco, in charge of optimizing crude and gas export and sales in Europe, Africa and Latin America. Previously with ELF he was International Aviation Development manager and first director of the company’s crude/products trading office in Moscow and held operational jobs in crude and products trading. He also held positions in Mobil refining, supply and retail in France.

      Mr. Abadie teaches or has taught on oil markets in Sciences-Po and Ecole Nationale des Mines de Paris and holds MS degrees from the top level French Grandes Ecoles, Polytechnique and Ecole Nationale des Ponts et Chaussées.

      Andy Barrett, IHS CERA Senior Associate, has well-established expertise in the international energy industry, in particular in areas of international business development and joint ventures, new market strategies, gas and power issues, and petrochemicals. With IHS CERA, Mr. Barrett has been active since 2001 with the Global Gas, European Gas, European Power and Global LNG teams and has led or participated in a number of projects involving gas and power market development strategies and national energy policy. Mr. Barrett has particular expertise in the gas value chain and associated market and business models. Alongside his work with IHS CERA, he has held positions as chairman of companies in the gas technology and renewable energy arena.

      Prior to joining IHS CERA Mr. Barrett was Executive Vice President and Board Member of BG International, where he was responsible for the company's overall strategy and portfolio, as well as holding specific responsibilities for new gas and power market development and exploration and production investments in South America, East Asia, the Middle East, Italy, Ireland and UK power. Previously he was Vice President of Strategy and Development for BG International Downstream, where he led the group's worldwide development of gas transmission and distribution, power generation and associated marketing and trading activities. Previously, he headed up New Business Development for BG in South America, with successful investments across the energy chain and participation in consortium projects and local partnerships. Earlier he was with Shell in a variety of business areas including downstream oil, petrochemicals, trading and gas and an assignment as Managing Director for Criterion Catalyst Company, an industry-leading global joint venture.

      Mr. Barrett holds a PhD in chemistry from Oxford University and a qualification with the Institute of Chemical Engineers, and he attended the Wharton Business School Advanced Management Program.

      Roberto Futuro, Director, Syndicated Research, is responsible for the IHS CERA Multiclient Studies. In this role he advises IHS CERA on the creation, launch, and delivery of innovative research solutions. Previously, he managed the IHS CERA business development efforts in Europe and Russia, and was a project manager in the IHS CERA Multiclient Study Securing the Future: Making European Gas Interdependence Work. Before joining IHS CERA Mr. Futuro was a consultant with the Monitor Group in New York where he participated in several corporate strategy projects in the infrastructure, public policy, and healthcare sectors. He also worked at the World Bank's Private Participation in Infrastructure Group where he tracked private investment in emerging markets. Through his career Mr. Futuro has lived and worked in four continents. He holds a MS in Foreign Service and a certificate in International Business Diplomacy from Georgetown University.

      Steven Knell, IHS CERA Associate, European Power, is a specialist in global climate change politics. His principal expertise lies in analysis of environmental regulatory frameworks and their impacts on the energy market landscape. Dr. Knell's current research and consulting work focuses upon the European Emissions Trading Scheme and strategic assessments of European carbon price formation.

      Prior to joining IHS CERA Dr. Knell worked in the IHS Global Insight World Markets Energy service. In this capacity he provided daily analysis of Asian oil, gas, and power market developments. Dr. Knell has also previously served in the Canadian Federal Ministry of Environment and with the United Nations Development Program in Croatia. He holds a BA (Hons) from the University of Kent at Canterbury, an MSc in International Relations from the London School of Economics, and a PhD in International Relations from the University of Sussex. He is based in the London office.

      Fabien Roques, IHS CERA Director, European Power, leads the IHS CERA research on European power and carbon dioxide (CO2) markets. His expertise includes market design and regulation, restructuring, and valuation work for corporate and government clients.

      Mr. Roques has particular expertise in using quantitative models to analyze strategic decisions such as investment under uncertainty. He has worked on numerous tailored consulting assignments for clients, including major European utilities, financial investors, and European regulators. Before joining IHS CERA Mr. Roques was with the International Energy Agency, where he contributed to a range of studies including the World Energy Outlook energy and CO2 emission scenarios. Previously as an independent consultant and a researcher at the Cambridge University Electricity Policy Research Group, he worked on a range of projects related to market design, investment valuation, and portfolio optimization in European power markets.

      Mr. Roques holds an MSc from the Ecole Centrale Lyon and an MPhil and PhD from the University of Cambridge.

      Michael Stoppard, Managing Director of Global Gas for IHS CERA, is a specialist in the international gas business. Responsible for the IHS CERA global and interregional analysis of liquefied natural gas, including business models and LNG trading and shipping, Mr. Stoppard led the company into LNG with the study.

      Shankari Srinivasan, IHS CERA Managing Director Europe, Global Gas, is part of IHS CERA Senior Leadership Team. In addition to her management responsibilities Ms. Srinivasan is also head of IHS CERA European gas research and is responsible for the development of IHS CERA European gas analysis and its communication to clients. Ms. Srinivasan has also worked on numerous tailored consulting assignments for clients, including major gas producers, European utilities, and financial investors.

      She has extensive experience in providing strategic analysis and recommendations at the board and senior executive level. Before joining IHS CERA Ms. Srinivasan was Head of Gas Fundamentals at Centrica Energy. She is the author of numerous IHS CERA reports, including analyses of business models, supplier strategy, and short-term and long-term fundamentals. She was a primary contributor to the IHS CERA Special Report Securing the Future: Making Gas Interdependence Work.

      Ms. Srinivasan holds a BA from Brown University, an MSc from the University of Pennsylvania, an MSc from New York University, and an executive MBA from the Cranfield School of Management.

    • Jean Marie Chevalier, IHS CERA Senior Associate

      IHS CERA Senior Associate, is also Professor of Economics at the University of Paris-Dauphine where he is responsible for the Centre de Géopolitique de l’Energie et des Matières Premières. He has extensive experience in developing energy policies and strategies for energy companies. He has worked in the corporate planning department of Elf Aquitaine (now Total) and in the energy department of the World Bank. Previously he taught industrial organization and energy economics at the universities of Algiers, Rabat, and Grenoble. Dr. Chevalier has published numerous books and articles on a wide range of energy issues including fuel choice, geopolitics, and regulation of the gas and power industries. He is the author of The New Oil Stake; Energy Economics; and Les Grandes Batailles de l’Energie. Dr. Chevalier is a member of the Economic Analysis Council under the French prime minister. He is on the Board of Directors of Nexans a world leading cable manufacturer. He has been awarded the Légion d’Honneur for his academic career. Dr. Chevalier attended the Institut d’Etudes Politiques de Paris and received a PhD in economics from the University of Paris Panthéon-Sorbonne.

      Daniel Yergin, IHS Vice Chairman, is a Pulitzer-Prize winning author and leading authority on energy, international politics and economics and is a recipient of the United States Energy Award for “lifelong achievements in energy and the promotion of international understanding.”

      His latest book The Quest: Energy, Security, and the Remaking of the Modern World, has been hailed as “a fascinating saga” about the “quest for sustainable resources of energy” and “the book you must read to understand the future of our economy and our way of life.”

      The Quest is the follow-up to Dr. Yergin’s previous book, The Prize: the Epic Quest for Oil Money and Power, which received the Pulitzer Prize and became a number one New York Times best seller that has been translated into 17 languages.

      Other significant works by Dr. Yergin include Commanding Heights: The Battle for the World Economy; Russia 2010; Energy Future; and Shattered Peace. Dr. Yergin has also written for The New York Times, Wall Street Journal, Financial Times, Foreign Affairs, Foreign Policy, The Atlantic, International Herald Tribune, and many other publications. He is also CNBC’s Global Energy Expert.

      Both The Prize and Commanding Heights were made into award winning documentaries. The eight-hour miniseries The Prize was aired on PBS, BBC, and NHK and viewed by 20 million viewers in the United States alone. The 6-hour documentary of, Commanding Heights that Dr. Yergin produced received three Emmy nominations, the CINE Golden Eagle award, and the New York Festivals Gold World Medal for best documentary.

      Dr. Yergin serves on the U.S. Secretary of Energy Advisory Board and chaired the U.S. Department of Energy’s Task Force on Strategic Energy Research and Development. He is a Trustee of the Brookings Institution, on the Board of the New America Foundation, and on the advisory boards of the Massachusetts Institute of Technology’s Energy Initiative and the Institute for 21st Century Energy. 

      Dr. Yergin holds a BA from Yale University, where he founded The New Journal, and a PhD from Cambridge University, where he was a Marshall Scholar. He has taught at the Harvard Business School and the Kennedy School of Government at Harvard University.

To change the font size, Ctrl + (- or +)

If that didn’t work, try the following:

Microsoft Internet Explorer

  1. From the View menu, select Text Size
  2. Select an option from Smallest to Largest

Firefox or Netscape

  1. From the View menu, select Zoom or Text Size
  2. Select Increase or Decrease

Google Chrome

  1. Click the wrench icon next to the address bar.
  2. Next to Zoom, select + or -
