      Jordan Frazier, IHS CERA Associate, Cost and Technology Group, specializes in market analysis and supply and demand modeling for energy-intensive industries such as steel and for operating cost markets including oil field services and supply and logistics. Before joining IHS CERA Mr. Frazier was with Haliburton Energy Services, where he was involved in upstream drilling and completions operations, including reservoir evaluation, contract modeling, and financial analysis, covering projects in Nigeria and Venezuela, among others. He also previously held positions with Citigroup Financial Services. Mr. Frazier holds a BA from the University of Oklahoma.

      Jeff Kelly, IHS CERA Director, Cost and Technology Group, manages the IHS CERA Operating Costs Analysis Forum—Upstream. Mr. Kelly has several years of experience in the oil and gas industry. Before joining IHS CERA he was a Project Engineer for Exterran (formerly known as Hanover) in the Total Solutions group, aiding in the design, installation, and execution of turnkey natural gas plants. Previously Mr. Kelly was in the upstream consulting practice at Accenture, where he focused primarily on strategy, process improvement, and change management consulting engagements for some of the major players in oil and gas. Mr. Kelly began his career with Schlumberger in the wireline services group. He holds a BS from Oklahoma State University.

      Matthew Konvicka, Associate Director, Downstream Capital Costs Analysis Forum, focuses on market trends in refining and petrochemical project costs. He is also responsible for tracking well costs for North America, contributing to both Rising to the Challenge and Cream of the Crop multiclient studies. 
      Prior to joining IHS CERA he worked in the upstream sector as a facilities engineer for Exxon Company USA, and previously was an engineering consultant for Siemens Oil, Gas and Marine, where he performed numerous conceptual design studies for a range of oil and gas projects using Siemens’ Oil and Gas Manager software. In the refining industry Mr. Konvicka is an expert in overpressure protection and flare system design. He also pioneered the use of quantitative risk assessment for flare header systems. He holds a BS from the University of Houston and a Master of Entrepreneurship and Innovation from Swinburne University in Australia.

      Sheila Moore, IHS CERA Associate, Capital Costs Research Group, specializes in cost estimating research for upstream projects, focusing primarily on the vessels, rigs, and yards and fabrication markets. Prior to joining IHS CERA Ms. Moore was with United Space Alliance, where she was a space shuttle instructor and on the Orion Flight Operations Integration Team. Ms. Moore holds a Bachelor of Science degree from Syracuse University and a Master of Science degree from Rice University.

      Pritesh Patel, IHS CERA Director, Capital Costs Analysis Forum, is an expert in onshore and offshore oil and gas development analysis, business strategy development, forecasting and worldwide industry issues and trends. He has over nine years of experience in domestic and international project management and strategic consulting. In the IHS CERA Capital Costs Analysis Forum he is responsible for analyzing global costs markets and monitoring emerging strategic trends. He also directs the delivery of services, facilitates discussion between IHS CERA experts and client organizations and helps clients identify strategic needs. He holds a master's degree from Loughborough University, United Kingdom.

      Scott oversees the IHS CERA Upstream Capital Costs Index, a propriety measure of actual cost required to construct a fixed basket of oil and gas projects, assess movements and develop strategies to manage costs.

      Farooq Sheikh, IHS CERA Director, Cost and Technology Group, is responsible for the Downstream Capital Costs Analysis Forum.  Mr. Sheikh has over 15 years of consulting experience in refining and petrochemicals, with expertise in operations, risk management, valuation and business development.  Prior to joining IHS CERA he was Senior Product Line Manager for Gasification Technology Licensing at GE Energy.  Mr. Sheikh led business strategy and new product positioning in emerging markets such as methanol, substitute natural gas, and hydrogen.  Previously he worked as a Senior Strategy Consultant for Accenture in the downstream, with assignments in supply chain, fuels pricing, and trading and risk management.  Mr. Sheikh also worked for Compressor Controls Corporation in field engineering and project management for turbo-machinery control systems.  He led commissioning activities for refining and petrochemicals worldwide, including for fluidized catalytic cracking, residue catalytic cracking, hydrocracking, coking, ethylene, ammonia, and purified terephthalic acid.  Mr. Sheikh is a senior member of the American Institute of Chemical Engineers.  He holds a BS from the Indian Institute of Technology, an MS from Iowa State University, and an MBA from the University of Texas at Austin.

      Colin Ward, IHS CERA Associate Director, Cost and Technology Group, supports both the upstream and downstream capital costs indexes for the rig, vessel, steel, and engineering markets. His analysis includes research on cost adjustments, industry trends, root cause analysis, and short-term outlooks. Mr. Ward has experience in most aspects of the oil industry and has conducted seismic field work in South America, designed refineries at a major US engineering firm, and developed a Chinese engineering interest for the Canadian oil sands. He holds a BA from Tulane University, a BS from the University of Houston, and is currently pursuing his MBA at the University of Texas.
