Case Study #1: Economic Impact of Proposed EPA Regulations

Challenge: In April 2010, the Environmental Protection Agency (EPA) proposed new Maximum Achievable Control Technology (MACT) standards for industrial boilers, which would impose more stringent emission limits and monitoring requirements for eleven subcategories of boilers, based on fuel and process type. CIBO commissioned IHS to conduct a study to quantify the economic impact of compliance to the proposed standards under three scenarios, ranging from partial to full implementation of the proposed regulations.

Solution: For each of the three scenarios, IHS Consulting used a methodology that determined the direct (vendor), indirect (supplier) and induced (wage) impact of the MACT standards on five primary areas of economic activity: employment, labor income, value added, industry output and tax implications.

Results: Across all three scenarios, IHS Consulting found that every $1B spent on upgrade and compliance costs will put 16,000 jobs at risk and reduce the US GDP by as much as $1.2B. See Economic Impact Assessment.

Case Study #2: The Economic Impact of the Gulf of Mexico Offshore Oil and Natural Gas Industry and the Role of the Independents

Challenge: US offshore exploration and production are growing components of domestic oil production, both for the United States and for the rest of the world. The US offshore, primarily the Gulf of Mexico, produces 30% of oil and 10% of natural gas domestically. As such, it is a central element to US energy security.

Solution: IHS Consulting analyzed the economic contribution of the independents and potential loss as a result of policies that effectively prevent participation in future development in the Gulf of Mexico and, in particular, in the deepwater. We looked at the direct, indirect and induced effects of the independents’ activity on jobs.

Results: IHS analysis found that independents represent a significant and growing portion of the economic value of the oil and gas industry in the Gulf of Mexico and a large and increasing portion of the deep water segment. Their exclusion from the Gulf of Mexico could lead to a loss of $147 billion in federal, state, and local revenues during the 2009-2020 period. The corresponding figure for their inclusion from the deepwater segment was $106 billion. We estimated jobs lost in the four-state Gulf region (Alabama, Louisiana, Mississippi, and Texas) due to direct, indirect and induced effects would be: 202,503 (2009), 289,716 (2015), and 300,974 (2020) with 40,777 total lost construction-related jobs in the four-state Gulf region during the same period.
