      Eliza Notides Young is the Director of Research for IHS CERAView. Her expertise includes project finance in the energy sector, Asian energy markets, unconventional resource development, and power sector capital cost analysis. Prior to joining IHS CERA she was an energy analyst at the investment firm Taylor Dejongh, where she focused on project financing for energy infrastructure projects. Mrs. Young holds a BA from the University of Colorado and an MA from the Johns Hopkins School of Advanced International Studies.

      Olivier Abadie, IHS CERA Director for Downstream Europe, has 28 years of international experience in refining, trading, supply-demand analysis, and business development. Based in Paris, Mr. Abadie focuses on short- and long-term analysis of crude oil and refined products markets, transportation, and refinery investment. His expertise covers analysis of economic conditions, global oil demand and supply trends, their influence on oil and product prices, and the implied strategic challenges. He works closely with IHS CERA clients to assess how market, regulatory, economic, and political risks could modify their competitive environment. He contributes to the IHS CERA World Refined Products Outlook and IHS CERA World Oil Watch through his analysis of Western European markets. His recent research includes the challenges of the changing liquid refining supply, European refining prospects, and the potential demand substitution between oil and gas (including the development of liquefied natural gas in shipping and heavy-duty vehicles), among other issues.

      Bhushan Bahree, IHS CERA Senior Director, is a widely respected authority on global oil markets, with particular reference to OPEC and the Middle East. For nearly 30 years Mr. Bahree has analyzed decision making and developments in the oil-exporting world, identifying and explaining Middle East and global oil and energy trends, including OPEC strategies and development. Mr. Bahree is based in IHS CERA’s Washington, DC, office.

      Mary Lashley Barcella, IHS CERA Director, follows North American natural gas markets, focusing on long-term outlooks, pricing, economics, and policy. Recent research includes water issues in natural gas production, scenario analysis, and the role of natural gas in a carbon-constrained environment. She coauthored the IHS CERA Multiclient Study Fueling North America’s Energy Future. Dr. Barcella has 30 years' experience in energy market, policy, regulatory, investment, and geopolitical analysis, as well as macroeconomic forecasting. She has provided consulting services to government and industry clients focusing on natural gas pipeline regulation, energy market analysis, and energy modeling and statistics.

      Leila Benali, IHS CERA Director, focuses on the energy policies of Middle Eastern and African countries. Her expertise includes various projects for governments and international companies, advising them on energy policies, master plans and strategic investments. This involves direct discussions and presentations to senior government officials and private sector senior management. For example, as a core member of IHS CERA's contribution to developing a national economic strategy in Libya, Mrs. Benali focused on the economics and issues to be addressed at the policy level in the gas and power sectors. Her recent research included several strategic reports and analyses of the energy situations of Middle East and North Africa (MENA) countries. She also focuses on horizontal themes within the region such as gas developments and nuclear power. Mrs. Benali led the Middle East and Africa team during the development of the IHS Global Scenarios. She currently leads IHS CERAs Multiclient Study Thirst for Growth: Long-Term Gas and Power Trends in MENA 2030.

      James Burkhard, Managing Director of IHS CERA Global Oil Group, leads the team of IHS CERA experts that analyze and assess upstream and downstream market conditions and changes in the oil and gas industry’s competitive environment. A foundation of this work is detailed short- and long-term outlooks for global crude oil and refined products markets that are integrated with outlooks for other energy sources, economic growth, geopolitics, and security. Mr. Burkhard’s expertise covers geopolitics, industry dynamics, and global oil demand and supply trends.
      Mr. Burkhard also leads the IHS CERA Global Energy Scenarios, which combines energy, economic, and security expertise across the IHS Insight businesses into a comprehensive, scenarios-based framework for assessing and projecting global and regional energy market and industry dynamics. Previously he led Dawn of a New Age: Global Energy Scenarios for Strategic Decision Making—The Energy Future to 2030, which encompassed the oil, gas, and electricity sectors. He was also the director of the IHS CERA Multiclient Study Potential versus Reality: West African Oil and Gas to 2020. He is the coauthor of IHS CERA respected World Oil Watch, which analyzes short- to medium-term developments in the oil market. In addition to leading IHS CERA oil research, Mr. Burkhard served on the US National Petroleum Council (NPC) committee that provided recommendations on US oil and gas policy to the US Secretary of Energy. He led the team that developed demand-oriented recommendations that were published in the 2007 NPC report Facing the Hard Truths About Energy. Mr. Burkhard has also testified several times before US Congress on oil and energy issues.

      Chris Holmes is IHS Senior Director, Global Gas and LNG. Mr. Holmes has extensive international oil and gas industry experience, having carried out major oil, natural gas, and natural gas liquids studies for clients in Europe, the Former Soviet Union, North and West Africa, the Middle East, Asia Pacific, and Latin America. He previously held the position of Vice President with Purvin & Gertz, Inc., which he joined in 1999, based in the London office. In 2011 Purvin & Gertz Inc. was acquired by IHS.

Mr. Ineson is a coauthor, with IHS CERA Chairman Daniel Yergin, of The Wall Street Journal op-ed piece "America’s Natural Gas Revolution." Mr. Ineson is a coauthor of the IHS CERA Multiclient Studies Fueling North America’s Energy Future and Rising to the Challenge: Turning North America’s Unconventional Potential into Reality—A Supply Study to 2018. His past work includes the IHS CERA Multiclient Studies Diminishing Returns: The Cost of North American Gas Supply in an Unconventional Era; New Realities, New Risks: North American Gas and Power Scenarios Through 2020; and The Alchemist’s Challenge: Turning the Southern Cone’s Natural Gas into Gold. His recent research focuses on the unconventional natural gas revolution and on the evolution of global LNG markets.
    • Peter M. Jackson, IHS CERA Head of Research

      Peter M. Jackson, IHS CERA Head of Research – Exploration, Production, Technology, and Cost, is a widely respected authority on oil and gas production and upstream development. He combines expertise with practical experience in some of the world’s most important production areas. At IHS CERA he is responsible for global oil and gas capacity outlooks. A major component of his research is examining current trends and challenges in production capacity and reserves distribution as well as forecasting which areas will become a focus for future exploration and production (E&P) industry investment. He was author of IHS CERA 2009 Special Report The Future of Global Oil Supply: Understanding the Building Blocks. Recent research topics tackled by IHS CERA’s Supply Team include the role of exploration in supply growth, the potential for resource growth in Indonesia, and understanding the drivers of upstream success in deep water. He has also played a major role in developing IHS CERA new E&P Trends Forum and is Project Director for IHS CERA new Multiclient Study Breaking with Convention: Prospects for European Unconventional Gas.
    • Lawrence J. Makovich, IHS CERA Vice President and Senior Advisor for Global Power

      Lawrence J. Makovich, IHS CERA Vice President and Senior Advisor for Global Power, is a highly respected expert on the electric power industry. He directs IHS CERA research efforts in the power sector as part of IHS CERA’s Office of the Chairman. He is an authority on electricity markets, regulation, economics, and strategy. His current research focuses on electric power market structures, demand and supply fundamentals, wholesale and retail power markets, emerging technologies, and asset valuations and strategies.
      Dr. Makovich is currently advising or has recently advised several large utilities in major strategic engagements. He has testified numerous times before the US Congress on electric power policy. He has advised the government of China on electric power deregulation and transmission in competitive markets, and the Brazilian Congress invited him to testify on power liberalization. He examined the impact of deregulation on residential power prices and the development of resource adequacy mechanisms in the IHS CERA Multiclient Study Beyond the Crossroads: The Future Direction of Power Industry Restructuring. He was also a project director for the IHS CERA Multiclient Study Crossing the Divide: The Future of Clean Energy, the author of the IHS CERA Multiclient Study Fueling North America’s Energy Future: The Unconventional Natural Gas Revolution and the Carbon Agenda, and the study director of the IHS CERA Multiclient Study Smart Grid: Closing the Gap Between Perception and Reality. Among Dr. Makovich's other significant IHS CERA studies are examinations of the California power crisis in Crisis by Design: California's Electric Power Crunch and Beyond California's Power Crisis: Impact, Solutions, and Lessons.

      Paul Markwell, IHS CERA Senior Director, is an expert in upstream oil and gas and strategy development. Based in London, he is responsible for overseeing IHS CERA upstream research agenda including upstream technology and opportunities, and unconventional oil and gas. He also has led the application of IHS CERA energy research to client-specific studies, providing strategy advice for international oil companies and service companies, and integrated energy policy development work for governments. He currently leads the IHS CERA Multiclient Study Unconventional Frontier that examines global international unconventional gas potential. His consulting engagements included advising senior energy policymakers in the Middle East and North Africa, and managing IHS CERA contribution to Libya’s National Economic Strategy in 2005.

      Rafael McDonald, IHS CERA Director, Global Gas, specializes in supply and demand fundamentals of the global liquefied natural gas (LNG) trade. He focuses on short-term LNG supply/demand balances and provides ongoing LNG market analysis as part of the IHS CERA Global LNG Advisory Service. He is the principal author of the IHS CERA Global LNG Market Briefing. Mr. McDonald is responsible for analyzing the global balances of LNG, ascertaining the effects of supply and demand fluctuations on LNG flows, and evaluating the differentiation between short-term “flexible” deals and long-term contractual obligations as well as covering the broader global gas balancing for the IHS Energy Scenarios. He heads the IHS CERA shipping analysis and contributes to research on project economics. His recent research has focused on the nuclear situation in Japan, the adoption of floating regasification, and the emerging use of LNG in the heavy-duty trucking industry.

      Lisa Pearl
      IHS CERA Director
      Lisa M. Pearl, IHS CERA Director, focuses on politics and energy market dynamics across both global and emerging markets. She is currently with the Latin America team. Her expertise includes supply and demand strategies, market opportunities, and scenario planning. She manages the scenario development process and the IHS CERA Multiclient Studies and consulting work for emerging markets. She has contributed to several IHS CERA Multiclient Studies, including Southeast Asia’s Energy Future: Balancing Competition and Integration; Feeding the Dragon: China’s Energy Future; Dawn of a New Age: Global Energy Scenarios for Strategic Decision Making—The Energy Future to 2030; and Aligning Rhetoric with Reality: Mexico’s Energy Future to 2030.       David Price, IHS CERA Senior Director, is the head of IHS CERA Global Steam Coal Advisory Service. He is also editor of IHS McCloskey’s Steam Coal Forecaster and Coal UK. Mr. Price leads the IHS team on coal during the development of the group’s global energy scenarios. He has been the author and lead editor of many special reports on the coal industry, covering global and regional supply and demand; fuel supply chain analysis for power generators, industry, and investors; contractual frameworks; and environmental considerations. Mr. Price, who has been with McCloskey for close to 20 years, has been the editor of Coal UK since 1992 and of Steam Coal Forecaster since 1996. McCloskey was acquired by IHS at the end of 2007.

      Catherine Robinson, IHS CERA Director of Global Gas, is an expert in the European gas markets, regularly contributing to IHS CERA advisory service research. She has also worked on numerous tailored consulting assignments for clients, including international oil companies and European utilities. Ms. Robinson specializes in hedging and risk management and has expertise in market and credit risk management for trading organizations. Before joining IHS CERA, Ms. Robinson worked for Centrica, most recently as Gas Hedging Strategy manager. She also worked in Centrica’s risk management department, looking at market and credit risk in the United Kingdom, and for Centrica’s overseas businesses. Prior to Centrica, Ms. Robinson worked for HSBC’s Capital Market’s division. She is the author of numerous IHS CERA reports, including analyses of the future of oil indexation in Europe, the role of gas in the power generation sector, and short- and long-term energy market fundamentals. She was a primary contributor to the IHS CERA Multiclient Study, Strategies for a Leaner Europe: Meeting the Energy Efficiency Challenge. 

      She holds a BS and an MS from the University of Glasgow and an MS from the University of London.

      Fabien Roques, IHS CERA Director, European Power, leads the IHS CERA research on European power and carbon dioxide (CO2) markets. His expertise includes market design and regulation, restructuring, and valuation work for corporate and government clients.

      Mr. Roques has particular expertise in using quantitative models to analyze strategic decisions such as investment under uncertainty. He has worked on numerous tailored consulting assignments for clients, including major European utilities, financial investors, and European regulators. Before joining IHS CERA Mr. Roques was with the International Energy Agency, where he contributed to a range of studies including the World Energy Outlook energy and CO2 emission scenarios. Previously as an independent consultant and a researcher at the Cambridge University Electricity Policy Research Group, he worked on a range of projects related to market design, investment valuation, and portfolio optimization in European power markets.

      Mr. Roques holds an MSc from the Ecole Centrale Lyon and an MPhil and PhD from the University of Cambridge.

      Matthew J. Sagers, IHS CERA Senior Director, Energy Economics for Eurasia, is a well-known expert on energy, energy transportation systems, and regional economic development in the Former Soviet Union, including pipeline constraints and solutions in Eurasia, and is an authority on energy policy in that region. Dr. Sagers heads the IHS CERA Eurasian Transportation Forum, a platform for improving the transportation environment for oil and gas in the region. He is a key contributor to the IHS CERA Russian and Caspian Advisory Services, including the Eurasian Oil Export Outlook, Eurasian Gas Export Outlook, and analysis of the Russian domestic oil market.

      Dr. Sagers’ recent research reports provide analysis of the Russian oil production and export outlook to 2030, Russian upstream and oil export taxation, Russian and Turkmen gas development prospects, the outlook for Russian gas consumption, flexibility in Russian gas supply, Russian liquefied petroleum gas issues, the Russian oil refining sector’s future prospects, oil markets in Kazakhstan, and new pipeline projects in Russia and Eurasia (including the East Siberia–Pacific Ocean pipeline), among other issues.

      In the past Dr. Sagers has also served on several World Bank missions, study teams, and advisory panels focused on oil pipelines in Russia and Kazakhstan. He has worked on the International Energy Agency’s Survey of the Russian Energy Sector and Survey of the Ukrainian Energy Sector. Prior to joining IHS CERA Dr. Sagers was Director of the Energy Service at PlanEcon, Inc., where he led that company’s analysis of the energy sector in the Former Soviet Union and Eastern Europe, and prior to that was Chief of the Soviet Branch in the US Census Bureau’s Center for International Research. Previously he was an economic advisor to the newly formed Federated States of Micronesia and a professor of geography at Weber State University and the University of Virginia. He is a coauthor of The Chemical Industry in the USSR: An Economic Geography and of The Transportation of Soviet Energy Resources, as well as author of extensive articles, government reports, and other publications.

      Dr. Sagers holds a BS degree (magna cum laude) from Weber State University and MA and PhD degrees from The Ohio State University.

He is an expert in portfolio optimization, decision making, and capital allocation for the oil and gas industries. Mr. Sira has over ten years of experience in the oil, gas, and petrochemical industries, where he has held positions ranging from field engineer to financial controller of international operations. His experience includes oil and gas exploration, business planning and strategy, business development, project finance, economic analysis, mergers and acquisitions, and risk analysis and management.
      Mr. Sira has authored a number of IHS CERA Private Reports and Decision Briefs on hydrocarbon policy, strategy, and regulatory regimes in Latin America. He has also performed significant work in the areas of portfolio optimization, designed and implemented uncertainty characterization and management programs for exploration and production assets worldwide, and performed numerous project valuations and risk analysis internationally.

      Vitaly Yermakov, IHS CERA Director, Global Gas and Russian and Caspian Energy, has over 15 years of industry experience and leads IHS CERA research on Russia’s natural gas market. He also focuses on the analysis of Russia’s investment climate, the tax and regulatory environment and economic modeling. His recent research includes analysis of gas demand issues and gas price regulation in Russia, analysis of tax changes for Russian oil and gas industries and the economic stimulus policies of the Russian government. Prior to joining IHS CERA Mr. Yermakov was a Manager for Economic Analysis with Strategy and New Business Development at TNK-BP Management, a Senior Tax Consultant with Arthur Andersen, a Tax Consultant with Harvard Institute of International Development and an Associate Professor of Political Philosophy at Samara State University.

      Mr. Yermakov holds a master’s degree from Duke University and a PhD from Samara State University.

      Xizhou Zhou, Director, IHS CERA, leads the IHS CERA China Energy practice and specializes in gas and power market fundamentals and policy analysis. Based in Beijing, Mr. Zhou is a core member of the IHS energy research and consulting team in Asia.

      Mr. Zhou is the author of numerous IHS CERA reports and has managed a variety of consulting engagements. His latest research includes contributing to the IHS CERA Multiclient Study Unconventional Frontier exploring the future of shale gas and coalbed methane outside North America, as well as leading the analysis on the causes and likelihood of future power shortages in China and the implications for the wider energy markets.

      Prior to joining IHS CERA Mr. Zhou was a consultant engaged in regulatory and energy economics projects at Industrial Economics, Inc. in Boston. Earlier in his career he was a research analyst at the World Resources Institute in Washington, DC, where he focused on energy and transportation in developing Asia and Latin America. Fluent in Mandarin Chinese and proficient in Spanish, Mr. Zhou holds Bachelor of Arts and Master of Environmental Management degrees from Yale University.
