PHMSA Issues Advisory Bulletin on Operator Public Awareness Programs

The advisory bulletin also contains details about the required content of the programs and establishes required completion dates.
The Pipeline Safety Improvement Act of 2002 requires pipeline operators to submit their programs for review.
According to the advisory bulletin,
- Gas and hazardous liquid pipeline operators must submit public awareness programs to PHMSA between Aug. 8 and Oct. 8, 2006.
Operators may use PHMSA's existing Online Data Entry System (ODES) to electronically submit programs.
- Master meter operators and petroleum gas system operators, whose primary business is not the transportation of gas by pipeline, do not need to submit public awareness programs.
PHMSA plans to initiate a rulemaking in the near future to modify public awareness requirements for these operators.
